Mix together cocoa, sugar, and vegetable oil in medium bowl.

Beat in eggs one at a time and incorporate well after each.

Add bourbon and vanilla and mix to incorporate.

Combine the flour, baking powder, salt and cayenne pepper.

Gradually add to the chocolate mixture.

Cover dough and chill for at least four hours.

When dough is chilled, preheat oven to 350 degrees.

Line cookie sheets with parchment.

Roll dough into one inch balls. I use a small cookie scoop.

Roll each ball with confectioners sugar before placing on cookie sheet.

Bake for 10 - 12 minutes.

Remove from oven and cool for a minute and then transfer to a wire rack to cool.
